It all started in 1994 from a tribal movement in Marawi Mindanao University Campus that was participated by different indigenous organizations. The movement, spearheaded by Dr. Atty. Junbert Guigayuma, the Founding Ministry Director, became an alliance. This alliance is a coalition of all Indigenous people organizations, people’s organizations, non-government organizations, and some of the government agencies who work alongside the Alliance.
Today, the Alliance now called The Ministerial National Confederation of Indigenous People, is established as a tribal mission composed primarily of Muslims, Lumads, and Christians that focus on a framework of Customary laws and practices. Customary is a self-empowered that emphasizes the Regalian Law as far as civil is concerned, the Adat Customary Law as far as Islamic Sharia is concerned and the Traditional Law as far as the Indigenous people who are non-Muslim or non-Christian alike are concerned.
In connection with the Cordillera Nation, the Ministerial role is to help and assist Cordillera’s Autonomy based on the provision of Executive Order 220 with a very unfortunate P1.0 (one Peso) budget per annum only. But through the initiative of IPCN Chairman Maeled Molina, Cordillera Nation was able to find a solution to pursue the Economic Initiative Program under a self-determining and self-governing slant.
Cordillera Nation is the first autonomous nation within the Philippines to initiate an Economic Initiative Program successfully. There were several attempts in the history of Cordillera Autonomous Region but they failed to do so.
Cordillera Nation completed all of the requirements in full compliance to all the requirements needed as stated and mandated in the Republic Act 8371 Section 52, that all Indigenous people should comply with all the requirements before exercises of its autonomy which is inscribed and prescribed under the 1987 Philippine Constitution, to be recognized and accredited its authenticity
Our role is to reconstitute, recognize, and even recover or trace your identity as a Filipino individual, the Ministerial can give and provide you with all the information and even educate you on how to. Our goal is simply to help you know who you are, so you can easily determine what you will be.
